Big Society - would it work in Hitchin?

With David Cameron announcing his 'Big Society' plans I wonder whether this type of 'people power' would work in Hitchin.

The idea of giving communities more control over post offices, libraries and transport services would seem to lend itself well to a small town like Hitchin where people still talk to their neighbours and a sense of community still remains intact, but would you want this sort of responsibility?
Many have suggested that this is another means of cutting economic corners by the government but is it really? Do you genuinely believe that David Cameron has got the country's interests at heart?
If everybody in Hitchin wanted to get involved in a 'Big Society' type system who would determine who, when and how? Surely there would still have to be a governing body or authority that oversees processes to ensure that services and facilities are suitable for the town?
