Council unable to overcome a Frozen bin lid

This morning NHDC put this statement on their website
"Collection of Brown Bins
Unfortunately we have been unable to collect some brown bins today in Hitchin due to frozen bin-lids. We apologise for any inconvenience caused.
These bins will now be collected on the next scheduled collection day. If affected residents find they do not have enough capacity in their bins , they can present additional green waste in boxes on their next collection date."
I am sorry but I just do not understand this statement. I have on many occasions gone out to my bin on a cold frosty morning and found that the lid is frozen shut, but it has never prevented me from putting my rubbish in it. All it takes is a bit of a bang on the top and it comes free.
I have real trouble understanding why the refuse collection staff were unable to give the lids a quick bang and continue as normal, perhaps it is a complicated health and safety issue?
I sincerely hope this is not a sign of things to come. With heavy snow forecast for Hitchin and the surrounding areas over the next couple of weeks, what other Council services are to be abandoned due to, what seems to be, a lack of common sense.

Typical! I went to B&Q today about 11.30am and the upper level of the carpark was closed 'Due to ice' If one of the countries biggest stores can't cope with a hard frost - what happens when we actually get some proper snow?
You'd have thought that they of all people would have some salt or grit! Grrrrrrrr!
